Dispatch of my e-on card is so delayed!

I applied September 29 in Unionbank (Laoag branch) The girl in the desk told me it will be availble withing 7-9 working days but yet until now it's not yet dispatch the girl told me "The card haven't arrive yet I don't know why" and because I am annoyed traveling from San Nicolas to Laoag just to get my e-on card so I can verify my paypal now but yet the card is not available for the second time i tried to aquire it, So I replied "So when will it gonna arrive?!" with an annoyed look and the girl quickly wrote their landline number nervously so I can just call them if its already available. She should have than that before in the first place what?! they still need to wait for the person to get angry and annoyed before they do some actions? I hate it, the definition in the application form is that you will be 100% approved by just bringing along 2 valid i.ds and by just filling up a form and your done, So there is no way that causes my e-on cards delay is because they haven't or dont approve me.
